1982 (CGT rebase) Property / Land Valuations
When disposing of an interest (whether by sale or other transfer) in property or land acquired before 1 April 1982 and disposed of after 5 April 1988 a Capital Gains Tax (CGT) liability may arise. Capital Gains Tax was ‘rebased’ to 31 March 1982 in The Finance Act 1988. Rebasing is achieved by deeming any asset held at 31 March 1982 to have been sold and immediately reacquired at its market value on that date.
The effect is that tax is normally charged only on gains which are attributable to the period since that date. For this reason you will need a valuation of the property on the basis of Market Value as at 31 March 1982. Market Value is as defined in Section 272 of the Taxation of Chargeable Gains Act (TCGA) 1992.

What Happens if the Surveyor/Valuer cannot get access the property?
Capital Chartered Surveyors will always request access to the property so that they can inspect. However, there may be times when this is not possible, for example if the property has been sold.
